WALNUT CREEK, CALIF., June 19, 2008 – Archer Norris announced today that Ed Shaffer has been installed as Chair of the Contra Costa Council Board of Directors effective July 1, 2008. Shaffer is a partner at Archer Norris, active in the firm’s land use, real estate and environmental practices. He succeeds Steve Lesher as Council Chair.

Archer Norris partner Peter McGaw continues to serve on the Contra Costa Council’s Executive Committee and as its Chief Legal Counsel. McGaw was Chairman of the Council’s Board of Directors in 2006.
The Council engages on issues of critical importance to the business community and residents of Contra Costa County, balancing the needs of a diverse county though policy efforts that provide for economic development and improving the quality of life for all county residents. The Council maintains a close relationship with local, state and federal elected officials. These relationships provide regular opportunities for members to interact with their political representatives and other business leaders.
A former city planner, Shaffer ‘s practice focuses on development permitting, which involves EIRs, development agreements and vested rights, general plans and zoning, use permits, and subdivision matters as well as negotiating complex real estate options and purchase agreements. A major aspect of his practice involves guiding projects through the complex procedural and substantive requirements of CEQA environmental review and development approval. Representing major real estate developers, commercial and industrial property owners, and municipalities, he works closely with elected officials and public agency representatives at local, regional and state levels of government. Shaffer has been actively involved in the Contra Costa Council since 1997, formerly serving as Chair-Elect, Chief Legal Counsel and Chairman of the Land Use Task Force.
